Okay but Steve could have lifted Mjolnir. He gripped the handle, and Mjolnir sensed that Steve was worthy and good. So it jolted. But I think Steve was suddenly like “OH GOD I DO NOT WANT TO BE THE GOD OF THUNDER AND WEAR A CAPE I’M CAPTAIN AMERICA” and Mjolnir felt this hesitation and stopped.

Everything was aligned, but Steve didn’t want to lift the hammer. He wasn’t ready. But I think Mjolnir gave the little jolt just so Steve will remember to try again when the time is right.
